Jeff is a consulting actuary with Milliman’s Seattle Health actuarial practice. He has extensive experience modeling the impact of healthcare reform and market disruptions, including Patient Protection and Affordable Care Act (ACA) market reforms and Section 1332 State Innovation Waivers, and most recently led Milliman’s efforts to model the impact of COVID-19 on enrollment and morbidity across state markets. Jeff is an expert in commercial rate development; he has priced and prepared filings in over 20 states (including Texas) since ACA market reforms were enacted, and recently coauthored Milliman’s whitepaper on COVID-19 considerations for 2021 rate filings. His experience also encompasses risk adjustment and Medicaid Managed Care, including evaluating and modeling changes to ACA and state Medicaid risk adjustment programs, assisting managed care organizations (MCOs) with financial reporting and forecasting, and supporting MCOs through the competitive bidding and negotiation process for state managed care programs.
