Biography

Kay Ghahremani is the President and Chief Executive Officer for the Texas Association of Community Health Plans (TACHP), with over 20 years of experience in health care administration and management. In her current role, Kay directs a membership of 12 health plans sponsored by regional and local health systems across Texas that collectively serve over two million Texans. Ms. Ghahremani advocates for issues important to the mission of supporting and strengthening the delivery of health care in Texas communities, particularly for individuals at lower and moderate incomes.

Kay previously served as the Texas Medicaid Director for the Health and Human Services Commission, directing services for over four million people monthly. In this capacity, Ms. Ghahremani managed a large organization dedicated to the complex operations of the Texas Medicaid and CHIP programs. During her three-year tenure, Texas expanded its managed care program statewide and improved health care delivery for individuals with complex health conditions.

Prior to serving as the Texas Medicaid and CHIP Director, Kay was the Texas Medicaid and CHIP Policy Director for over five years, during which she facilitated numerous program and service changes. She has held progressively challenging positions during her professional career involving the design, implementation and operations of government health care programs.

Ms. Ghahremani holds a master’s degree from the Lyndon Baines Johnson School of Public Affairs.
