Kelsey is the Vice President, Medicaid Programs for Molina Healthcare of Texas where she has end to end responsibility for all Medicaid Programs.  She assists operational areas execute the requirements of the Texas Medicaid programs and works on policy issues at both the state and federal level. Before joining Molina, Kelsey worked at the Texas Health and Human Services Commission where she lead multiple projects including the launch of the Medicare Medicaid Program, implementation of Affordable Care Act initiatives, carve in of multiple populations to managed care, and worked in the Medical Transportation Program.  Kelsey earned her undergraduate degree in Psychology at Boston University and her Masters in Public Health at UT Health Science Center.
