Rachel Bowden serves as the Director of the Regulatory Initiatives Office for the Life and Health Division at the Texas Department of Insurance. In this role, she tracks life and health insurance policy issues, oversees rulemaking projects, and coordinates impact assessments of proposed legislation. Rachel joined the department in 2009 and has served in various positions related to regulatory matters and policy initiatives within the Life and Health Lines Office. Rachel holds a BA in Government and Sociology from the University of Texas at Austin and a Master's in Public Affairs from the LBJ School at UT Austin.
